When you read the U.S. Constitution – the highest American law governing our servant government – remember that it is not some outdated parchment, lost to our technocentric world.
Regardless what Deep State agencies, bureaus and departments may say, our Constitution is the highest law in America concerning every employee and elected or appointed service provider or contractor to our federal servant. It is the “supreme Law of the Land; and the Judges in every State shall be bound thereby” (Article VI, Section 2), which means that every judge in every State is bound to enforce this law when a violation is brought before that court.
This touches on the AmericaAgain! Indictment Engine™ and on restoring and supporting Grand Jury and constitutional Militia in every county; that is a later stage of action than our current projects. But my point here is to remind you that all the complaining about crimes of Washington DC is senseless. We do have a felon to blame: every member of the U.S. House of Representatives who votes on each federal budget. Let me explain the basic civics.
As stipulated by us in the Constitution, the U.S. House alone is vested with the power of the purse. This is Article I, Section 7, Clause 1: “All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.” That is the law. While the Senate can propose alterations, the House does not need to concur. And presidents have no veto power over budgets; read the Constitution!
Just because we stipulate that the Senate may propose or concur with amendments does not give the Senate power to change what the House sets down. But human nature is such that big, easy money attracts scoundrels in and out of government; over time the servants put their fingers in the pie. The Senate and a succession of presidents unilaterally gave themselves the illegal power to join in a function that We The People only authorize to the House. Presidents and congresses just “changed procedures” to commit financial crimes, and We The People allowed it.
As James Madison explained in Federalist 58,
“The House of Representatives cannot only refuse, but they alone can propose, the supplies requisite for the support of the government…This power over the purse may, in fact, be regarded as the most complete and effectual weapon with which any constitution can arm the immediate representatives of the people, for obtaining a redress of every grievance, and for carrying into effect every just and salutatory measure.”
We give the power to fund government to the House alone because that body is closest to us. When we finish ratifying the original first right in the Bill of Rights and then pass our Bring Congress Home Act, We The People ourselves will fill the 6,400+ seats in the People’s House. Precisely what the framers of the Constitution intended.
If 75% of present-day federal government is illegal according to the Constitution, how do We The People end out-of-control Deep State agencies, bureaus and departments that even some members of Congress do not know exist? We cut off the purse; the surest way to stop D.C. organized crime.
As We The People stipulate in the law, the House proposes a budget and even if the Senate or president refuse to vote on it, the only lawful budget is still the one proposed by the House. Period.
James Madison explained that a major reason to vest the House with this important power is to reduce “the overgrown prerogatives of the other branches of government”.
Government shut-downs are blackmail, plain and simple. First the Deep State creates and feeds a huge, fat pig parasite on Taxpayers’ backs, then they incite that parasite by threatening that they will not receive their checks unless Congress approves the new pork pile. It is the People’s prerogative to end this nonsense, and we can only do it by putting thousands of honest citizen-statesmen in the world’s first distributed legislature, with congressmen’s offices being just regular lease offices in their own districts rather than a D.C. palace under an ornate granite dome!
Do you feel the change coming? The power of the purse will be our most potent weapon as we take America back from the massive army of bureaucrats whose agencies have always been illegal. We only begin to do this as we restore the People’s House as originally designed. With small districts of not more than 50,000 people, We The People are close to the action to oversee it and apply the brakes, but more importantly, we begin to fill those seats of self-government as it was originally designed.
